Development and trial application of the Mediation Grammar Survey tool in the city of Milan
Administrative and bureaucratic complexity in Italy represents a major obstacle to migrant integration. It limits access to fundamental services and related rights. To analyse this issue, this thesis develops and tests a survey tool. The tool is based on the "Mediation Grammar" framework (CWA 18014) and affordance theory. It is designed to evaluate user experience across three core pillars: language accessibility, information adequacy, and actualisation of rights. The tool was applied to key procedures in the city of Milan: Residence Permit, Fiscal Code, Residence Certificate, and ISEE. Results highlight systemic criticalities, especially the barriers posed by technical jargon, inconsistent support, and a lack of awareness of rights tied to individual documents. The complexity of these processes limits the survey’s ability to map all vulnerabilities at the level of individual steps. However, the tool provides a broad and accurate picture of the current situation. It lays solid groundwork and leaves room for future developments to optimise public service accessibility.
